Mounouna Foutsou, Minister for Youth and Civic Education, is in Ngaoundéré, capital of the Adamaoua region.

This Saturday 10 May 2025, the programme of the member of the government includes:
* the official ceremony to launch the regional colloquium of religious, traditional and community leaders ;
* The inauguration of the Centre for the Promotion of Peace and Social Dialogue;
* a visit to the Reamorce centre in Ngaoundéré; and
* the installation of the Ngaoundéré 2 Municipal Youth Council.

We are now at the Adamaoua Regional Council.
As indicated in the programme, Minjec is here to preside over the launch ceremony of the regional symposium on Moral, Civic and Entrepreneurial Rearmament for traditional authorities, religious and community leaders.
In a context marked by a crisis of values, this symposium is being organised to promote peace. In practice, the aim is to equip the above-mentioned leaders with the new behaviours and skills they need to strengthen the civic and civic life of both their followers and their communities.

Presentation of exhibitors
Before anything else, the official ceremony began with a presentation of the exhibitors and experts who had been present at the symposium.
Gaskreo Koue gave the names of the experts who had presented the symposium, including academics and officials from the Adamaoua Ministry of Youth and Education.
The Inspector General of the Governor’s Office explained that the quality of the speakers was important, so that the beneficiaries would not be left with hollow results, but would have a real impact on their communities. According to Gaskreo Koue, this objective has been achieved.

Professor Iya Moussa tells us all about it.
He began by saying that one of the main themes was the relationship between the National Programme for Civic Education through Moral, Civic and Entrepreneurial Rearmament (Pronec-Reamorce) and traditional and religious circles.
The aim was to explain what Pronec-Reamorce is, and to highlight the invaluable role of religious and traditional leaders in preserving peace in Cameroon.
It was specifically pointed out that the preservation of good morals depends on “us keeping our traditional values”,
They were also reminded of the importance of always placing patriotism and the promotion of civic values at the heart of their exchanges with the people they serve.

After this announcement, which came as a surprise to many, Mounouna Foutsou went straight into his speech.
To explain why this symposium was of the utmost importance, he says: “The current context challenges us. In a rapidly changing world, our community values are becoming more fragile. Young people, who are increasingly exposed to extremism, identitarian withdrawal and social disengagement, need to find their bearings. This is an issue that concerns us all, and every player who is responsible for a section of these young people must feel concerned. This regional symposium is therefore part of a drive to consolidate civic and republican values and strengthen community leadership. “

Celebrating Unity
This is a place dedicated to rearming the youth of this locality, so that they can play a major role in the peace-building process. Rather than being subjected to actions aimed at undermining peace, young people will be given tools to help them act energetically, within the framework of the law, to protect peace and social cohesion.
It is therefore a crucible for preserving Cameroonian unity. Mounouna Foutsou, who is in charge of national integration issues, visited the construction site, which is more than 85% complete.
It all started with cooperation
Importantly, the centre, whose construction is nearing completion, is the product of a partnership with the German development agency GIZ.
Minister Mounouna Foutsou welcomes the fruits of this partnership, and hopes that the young people rearmed at the centre will become vectors for peace and social cohesion in Ngaoundéré 2.

The first day of Minister Mounouna Foutsou’s working visit ended with a ceremony at which certificates of completion of training were presented to the beneficiaries of PARSE 3, and the youth councillors of Ngaoundéré 2 were installed.

Idrissou Abana, Mayor of the commune of Ngaoundéré 2, expressed his gratitude to Minister Mounouna Foutsou “whose ministerial department has shown great concern” for the commune for which he is responsible, “through the actions carried out by the delegation and the multifunctional centre for the promotion of young people in the district”.
He added: “Today’s installation of the Youth Municipal Council will enable young people to learn how to manage public affairs. Thank you, Mr Minister, for your local support”. 🙏

Minjec’s speech
Minister Mouna Foutsou was delighted by the enthusiasm of the young people supported under the MINJEC – GIZ cooperation programme, under the 3rd phase of the Support Project for the Socio-economic Resilience of Vulnerable Young People in the Septentrion (PARSE 3). For Minjec Mouna Foutsou, this is an indicator that the young people have really assimilated the concepts of moral, civic and entrepreneurial rearmament, one of the main messages of which is that “impossible is not Cameroonian”. The member of the government congratulated the young people on the road they had travelled, encouraging them at the same time to redouble their efforts to become success stories. Success stories that, in the future, will be able to influence young people not to give up.
To the new young municipal councillors, Minjec prescribed application and self-sacrifice. It is up to them to relay the problems encountered by their peers, and to put forward proposals to improve the living conditions of young people in their municipality.

Re-energising prisoners
“A preliminary work of moral, civic and entrepreneurial rearmament has been carried out within the penitentiary establishment. “This is what Ignace Mbom, on duty in the Department of Social Integration of Young People and Volunteering, tells us.
We learn that a total of 500 inmates have been mobilised for this operation. The modules developed for the detainees focused on: the skills of the detainee, the value and symbolism of prison, and general civic-mindedness and solidarity. The Ngaoundéré Central Prison received a comprehensive training course on Reamorce.
The aim is to get them “to be the actors of a harmonious life wherever they are”. What a fine and noble objective! ✍

The prisoners’ representative adds that they now feel privileged. Thanks to the material they have received, they are in a better position to work towards their autonomy and prepare for their reintegration.
“This helping hand will help us get on the Made in Cameroon bandwagon, and keep us from having to go back to prison once we’re out,” he told Minjec.

The prisoners now present the Minister with a gift, a personalised gift, a lasting symbol of their gratitude to the State for its support.

He salutes the commitment of the prisoners and the training they have received. He celebrates their energy, their commitment to being reintegrated. On the subject of this reintegration, he says: “I have a twinge of regret. I would have liked a warm welcome outside this prison. I hope you understand. Yes, this twinge of regret comes from President Paul Biya, who has sent me to you, because he wants you out to express the patriotism and energy that you have and that you radiate. “

The member of the government then handed over a symbolic envelope of 500,000 francs to the warden of the central prison, as well as a flag and a table of emblems.
Réamorce Regional Centre: the first of its kind
This building, which is being inaugurated at this very moment, is the very first Regional Centre for Reamorce, the one in Ngaoundéré.
As its name suggests, it is dedicated to rearming the youth of the Adamaoua region. Young people from all walks of life will be received here, as well as the not-so-young, depending on the circumstances.
It aims to be the regional education and re-education centre for civic education and national integration.
Two separate blocks, one for women, the other for men.
Each block contains a dormitory and toilet facilities. In the dormitory area, six cupboards have been installed for the Réamorcés to store their belongings.
Around 100 people.
This is the figure given for the number of young people each dormitory can accommodate.
The principle, as in boarding schools, is to install bunk beds in the near future, which increases the site’s capacity for supervised accommodation.
The Réamorce regional centre is now operational.

A courtesy visit
After the inauguration of the Regional Reamorce Centre, Mounouna Foutsou pays a courtesy visit to the lamidate of Ngaoundéré.

Part 1: caravan presenting government opportunities for young people
Supervision: the main procedure
After the playing of the national anthem, Abdoullah Allamine Mahamat, Head of the Follow-up Unit at MINJEC, presented the government’s opportunities for young people.
His presentation first focused on the Multifunctional Youth Promotion Centres (Centres multifonctionnels de promotion des jeunes #CMPJ), which are present throughout Cameroon. This is MINJEC’s basic support unit.
However, in order to receive support, young people must follow a very specific process, as explained to the audience. The first step is to register with the National Youth Observatory (ONJ). Once registered, the young person must undergo training in moral and civic rearmament. Once they have completed this stage, they will go on to receive vocational training at the CMPJ or other vocational training centres.
The biometric youth card
Young people are encouraged to acquire a biometric youth card (CJB). The biometric youth card is an essential tool for accessing young people for support under government projects and programmes.
The advantages include access to products and services at preferential rates for young people with this card. Many partners have already signed partnership agreements with the ONJ, extending the range of services available to young people with the biometric youth card. It’s clear, then, that while the argument that the 10,000 fee is expensive is often put forward to discourage young people who want a CJB, acquiring this tool is beneficial for young people all in all.
Closure of the Youth Connekt Cameroon entrepreneurial challenges

Here’s what you need to know: bootcamps (as part of the Youth Connekt Cameroon programme) are intensive training courses spread over a short period and based on practical experience. The aim is to train people capable of meeting the needs of the entrepreneurial market.
A total of 152 young people have already been trained since 2024 through the zonal bootcamps, and 10 of these have been referred to funding opportunities. There are four zones: Septentrion, Ouest, Littoral and Centre-Sud-Est.
Bootcamp and challenges: the report
During the bootcamp, the training modules developed included sessions on:
* leadership development and mind education;
* mastering the entrepreneurial environment and the use of new technologies such as artificial intelligence
* ideation and maturation of projects.
At the end of the course, a competition is organised to select the best candidates. This competition is known as the Zonal Student Entrepreneur Challenges.

A total of 4 entries, including two girls and two boys, were selected for the Student Entrepreneur Challenge.
In addition, while 35 young people initially took part, 10 were selected to represent the Septentrion cluster at the national final in Yaoundé, to be held in December on the anniversary of Youth Connekt.
Nyambaka
The Minister for Youth and Civic Education, Mounouna Foutsou, is in this Vina locality to inaugurate the district’s multifunctional youth promotion centre (CMPJ).
The national anthem was sung by members of the CMPJ, which is currently being inaugurated.

El Hadj Abbo Oumarou, mayor of the commune of Nyambaka, describes the brand new CMPJ as “a project that will benefit young people”.

Finally, he expressed his certainty about the impact of the CMPJ on the well-being of the local population: “I’m sure that many of them will be able to receive training, even though they stopped at Cours Moyen 2. And so young people will be kept busy, and delinquency will certainly be greatly reduced in Nyambaka. “

He explains that the Centre “listens to young people, informs them of the opportunities that exist, advises them and leads them along the path to socio-professional integration. They can come to do after-school and extra-curricular activities, and in fact every Wednesday pupils have to come here for Rearmoce sessions. “
Finally, he called on the administrative, municipal and traditional authorities to become actively involved in achieving the CMPJ’s objective of providing comprehensive support for the local youth.
Tibati
The Minister for Youth and Civic Education, Mounouna Foutsou, has arrived in the Tibati district of the Djerem department.
The member of the government is in the departmental capital for the inauguration of the Tibati multifunctional youth promotion centre.
To kick off the inauguration ceremony, the members performed the national anthem.
For young people
Amadou Daïrou, mayor of the Tibati commune, expressed the gratitude of the entire population of his municipal district to the Ministry of Youth and Civic Education and its head, Mounouna Foutsou.

Understanding why
In his opening remarks, the Minister for Youth and Civic Education made several references to the importance of understanding why the Multifunctional Youth Promotion Centres exist.
In this respect, he points out that all young people are the target of the CMPJ. For example, university students are a target group for the CMPJ because they can receive advice and guidance in the areas of entrepreneurship and moral, civic and entrepreneurial rearmament. School-going young people can go there for after-school and extra-curricular activities, and the most recalcitrant can be called in for special Reamorce sessions.
